The official narrative states that on this day, Kim Jong Il visited the Changja-do Defence Detachment, a frontline unit near the Northern Limit Line.

The policy itself emerged during a period of significant change for North Korea, following the collapse of the Soviet Union and severe economic hardship, often referred to as the “Arduous March.” In this context, the Songun policy was presented as a necessity for national survival and strengthening, placing the military at the forefront of national priorities.
